ObsDeb is a programme to observe fishing landings on the return of tidal vessels under 12 m that are more than 10 years old, in 5 French overseas regions (Guyana, Guadeloupe, Martinique, Reunion and Mayotte) and in the Mediterranean until 2018.
In these French regions, the fishing fleets have a large number of non-geolocated vessels under 12 m, which are geographically dispersed and have strong variations in activity depending on the vessel. Declarative fishing data are incomplete. This programme is therefore intended to compensate for this lack of information for vessels registered in the "Community Fishing Fleet" file.
These data are essential to characterise this activity from a socio-economic point of view, but also to estimate the commercial species and quantities landed in order to assess and manage regional fisheries resources.
During the landing, the scientific observer studies the catches landed (species, quantities) and discusses the trip with the fisherman (dates, sector, duration, cost) and his activity of the previous days.
Only a fraction of the total landings can be observed, following a sampling plan. In some regions, these field data are supplemented by telephone surveys to reach a larger number of professionals and thus increase the representativeness of the sample.
• Sampling plan(s) :
The sampling plans are adapted to each region and generated at a quarterly frequency in order to take into account the seasonality of fishing practices.
The field sampling plan sets the calendar of landing points to be visited by each observer, in a random manner, taking into account their activity and the diversity of the trades practised.
The telephone sampling plan randomly selects the vessels to be contacted within strata defined at the fleet × geographical sector × length class level.

- Characteristic of the observation: start and end dates of the observation, location of the observation, etc.
- Description of the tide: dates and times of start/end of tide, trade practised, fishing sector, distance gradient from the coast, number of sailors, etc.
- Fishing effort by trade practised: vessel fishing time, mesh size and gear size.
- Details of catches landed: weight by species, condition and presentation of species, marketing channel and average selling price, possible commercial sorting, etc.
- Costs of the trip: fuel and oil, ice, supplies, etc.
- Recent activity of the fisherman: trades practised in the previous days
